Donald J. Jacobs, Ph.D.
Donald Jacobs was the founder of the award-winning Center for Applied Technologies in Education (CATE) at the University at Buffalo where his team designed and implemented numerous educational technology projects across the world. His work includes educational technology and planning initiatives with schools and ministries of education in Costa Rica, Panama, El Salvador, Guatemala, Honduras, Colombia, and Cote d’Ivoire and numerous other locations. Jacobs has served as Co-Chair of the New York State Technology and Practices Council, the Governor’s commission on Broadband Access (closing the digital divide) and the New York State Academic Standards panel.
Don currently serves as an Executive Vice President and member of the board of directors for PLS.

- Principle designer of the BISSNET technology project to link 18 private secondary schools in Western New York in a state-of-the-art fiber optic network;

- Educational consultant to State Education Departments of Pennsylvania, New York, California, and others
- Educational consultant to the New York State Department of Education in the development of a variety of educational projects including the School District Information Study (SDIS) planning process for schools;
- Educational consultant to schools in Colombia, Dominican Republic, El Salvador, Ivory Coast, Panama, Honduras, and Costa Rica;
- Co-designer of country-wide teacher training project in Turkey with the ORAV (Teachers Academy) Foundation and Ministry of Education
